You’re using it the wrong way I think. I have used FaceTime probably a total of um 30 mins since yesterday and I have not been billed one cent of voice usage. Don’t start a FaceTime call via the phone keypad. Put your friend’s FaceTime number in their contact, then press the FaceTime button ON THEIR CONTACT LIST to initiate a FaceTime direct call without using minutes. If you use the phone keypad, you are making a voice connection FIRST then switching to FaceTime.
If you’re worry about minutes being charge. Just turn airport mode on and left only wi-fi on, therefore, you can use FaceTime to someone. But don’t use wi-fi on street. It make you look foolish enough to face the death.

I got iPhone 4 and I’ve used FaceTime! Although its only used with WiFi – I found that I was charged 5 minutes of voice connection time. With the TAP, I will be charged 40 cents a minute for this and this easily becomes expensive. I’ve alerted all my friends with iPhone 4 and I am currently on the phone with AT&T’s National Center for Customers with Disabilities. I’ll keep you posted.
